Police find sex offender loitering near elementary school

GARDEN CITY, GA (WTOC) -

Michael Herbert Suggs, 40, a convicted sex offender, was arrested by the Chatham County Sheriff's Office Sex Offender Registration and Tracking unit Tuesday evening after local police noticed him loitering near Gould Elementary School in Garden City. 

Officer Dess of the Garden City Police Department was patrolling in the area of Gould Elementary School at approximately 8:30 a.m. Dec. 4 when he noted Suggs near the front of the school. Dess turned around to talk to Suggs but he had disappeared. Dess saw Suggs again near the school later that morning and made contact with him.

Dess brought the information back to the Garden City Police Department Criminal Investigation Division and gave it to Det. Villegas. Villegas then spent several hours researching Suggs' background and found that he was a registered sex offender in Michigan. Suggs was convicted of criminal sexual conduct in the 2nd degree in Michigan and served 14 years in prison. Villegas got in contact with Michigan police, who said Suggs notified their state that he was moving to Maine.

Garden City Police Department patrol units located Suggs and asked him to come into the police station. After an hour long interview, Suggs admitted to being a sex offender and not registering in Maine or in Chatham County. Suggs originally told police that he was just passing through the area but the investigation found that he had obtained employment in the area, which police say basically makes him a resident. Officers from the Garden City Police Department also had contact with Suggs approximately three weeks prior to Dec. 4 in the same neighborhood near the school.

Investigators determined that Suggs has been in Chatham County for at least three weeks. According to Georgia law, convicted sex offenders must register with the sheriff's office within 72 hours of relocating to a new place. Suggs has been charged with failure to register as a sex offender.
