Sex offender caught lurking near elementary school

GARDEN CITY, GA (WTOC) -
Michael Herbert Suggs, 40, is behind bars after failing to register as a sex offender. Garden City Police Officer David Dess spotted Suggs loitering near Gould Elementary School and acting strange.
"Officer Dess did a field contact. Basically getting his information, name, date of birth, where he lives at, and why he's in the area," said Garden City Detective Armando Villegas.
Detectives were using online sources to try to find out more about Suggs, when it popped up Suggs had been convicted of criminal sexual misconduct in the 2nd degree in the state of Michigan and served 14 years in prison. Detectives say that's equivalent to child molestation in the state of Georgia.
Investigators say each state has its own sex offender laws, making it easier for those convicted to slip away.
Detective Villegas said, "In the State of Michigan they don't follow up, per se, on their registers. They leave that up to the register themselves when they move to another state. In this case, Mr. Suggs had moved to Connecticut and Maine without registering. When he came into the state of Georgia he failed to register within the 72 hour mandatory period for sex offenders coming into this state."
The Chatham County Sheriff's Office Sex Offender Registration and Tracking unit arrested Suggs. He has been charged with Failure to Register as a Sex Offender.
