Update: Animal Hoarder Suspect Shot by MPD

MEMPHIS, TN -

(WMC-TV) - Phillip Penny, 36, has been relieved of duty per MPD policy as he is the officer responsible for shooting a suspected animal hoarder.

Phillip Penny, 36, has been relieved of duty per MPD policy.

He is currently assigned to the TACT Unit and has been employed by the Memphis Police Department since February 10, 2001.

Officers were trying to serve a warrant when homeowner Donald Moore, 67, reportedly pointed a gun at TACT officers who fired back.

Moore died the night he was shot.

"Our TACT Officers are trained to address high risk entries. We never want to take an individual's life, but it is our duty to enforce the law. Thankfully, our officers were the ones who entered this residence and that it wasn't an unarmed Memphis Animal Shelter employee," said director Toney Armstrong in a news conference in early January.
