Top Effingham County administrators resign amid audit questions

Effingham County Administrator David Crawley and his wife, County Clerk Patrice Crawley, resigned at Tuesday night's city council meeting amid weeks of questions over the county's 2012 audit.

That audit still is in draft form and has sparked disagreement among commissioners.

"I don't believe there was anything to hide," Commissioner Steve Mason said. "I have confidence in (the Crawleys), and I still had confidence in them when they did resign."

Three of the county's five voting commission members had voiced support for ousting David and Patrice Crawley after a draft of the county's 2012 audit was released to commissioners.

Much of the concern focused on transactions with the nonprofit Keep Effingham Beautiful. Commissioners voted unanimously Tuesday night to move forward with a special audit of the organization, to investigate what an auditor described as "possible fraud."

Commissioner Vera Jones said she's obtained bank transaction records for Keep Effingham Beautiful and believes fraud has occurred.

"I'm not an auditor, and we'll get that information from him, but that's how I understand it," she said.
