The parole officer for a man who killed a Woburn police officer has been reinstated after an arbitrator found she had been fired without just cause.
Parole officer Stephanie Belli and her supervisor, John O'Connor, were fired in 2011 after refusing to sign prepared letters of resignation they were handed during meetings with an official in the Executive Office of Public Safety.
Belli was the parole officer for Dominic Cinelli, who killed Officer John Maguire in December 2010. Cinelli also died in the shootout with police.
The arbitrator wrote that "their fate was decided before they walked in."
