ATLANTA (WTOC) -

A set of major ethics reforms is set to take effect Thursday.

The reforms in clued rules requiring all new day care employees to undergo more exhaustive background checks.

Schools will also be required to provide information about concussion risks to parents.

These new laws also set the first state limits on how much a lobbyist can spend. Lobbyists will not be able to spend more than $75 at a time, but there are still loopholes and questions on how that limit will be enforced.
