Pennsylvania Non-Custodial Parent Programs Achieve $40 Million in Wage Attachment Collections

DEARBORN, Mich., May 12, 2014 /PRNewswire-USNewswire/ -- The New Employment Opportunities for Non-Custodial Parents (NEON) programs in Philadelphia, Pittsburgh and Delaware County, Pennsylvania, recently achieved $40 million in child support wage attachment collections. The programs are operated in partnership with the Pennsylvania Family Courts, Bureau of Child Support Enforcement, Philadelphia Networking for Jobs Program, and EDSI (Educational Data Systems, Inc.). Since 2004, these programs have placed over 5,600 non-custodial parents, many of whom are ex-offenders, into unsubsidized employment. This has resulted in job placements with self-sufficient wages, job retention, and assistance in the reunification of the parents with their children.

In 2004, the original NCP program in Philadelphia was designed and implemented in conjunction with the Philadelphia Family Court, Networking for Jobs Program and EDSI. Based on its success, the program was expanded into Pittsburgh and Delaware County.
