Carroll County sheriff targeted in whistleblower lawsuit

CARROLLTON, KY (WAVE) - A civil whistleblower lawsuit has been filed in court against Carroll County Sheriff Jamie Kinman.

The suit, filed on Aug. 26, says one of Kinman's deputies believes he's been the target of retaliation for reporting allegations of planted drug evidence and other improprieties within the department.

Deputy J.T. Shaw filed the lawsuit against Kinman, the sheriff's office and Carroll County. Shaw's suit says he found planted evidence in the car of former Chief Deputy Clay Cable after Cable quit the department last year -- drugs that Shaw says he collected himself from an arrest and locked away as evidence.

The suit says the drugs were not in Cable's car when Shaw inspected it upon Cable's resignation. Shaw's lawsuit says he confronted the sheriff about the situation and talked to Kentucky State Police.

Troopers confirm they are conducting an ongoing investigation into the Carroll County Sheriff's Office.

Shaw says after he reported the incident, Sheriff Kinman began to retaliate against him by changing his shift, sending him all over the state on what Shaw describes as "wild goose chases" and directing Kinman's sister to look at Shaw's medical records.

Shaw is asking a jury for money for lost income, damage to his reputation, emotional distress and attorney fees.

Kinman said he can't talk about the lawsuit because it is ongoing.
