"HOPE Chest Amendment" Fails to Pass

A key election-year effort by Gov. Sonny Perdue became one of the most high-profile casualties yesterday on a make-or-break day in the Georgia legislature.

Perdue's so-called HOPE Chest Amendment, which requires that revenue from the Georgia Lottery be used only for pre-kindergarten and the HOPE scholarship, failed to muster the 120 votes it needed to pass.

It was the first major house bill tackled during the marathon "crossover day"--the final day when a bill must be passed in one chamber to be considered by the other.
