SAVANNAH, Ga. (WTOC) - Two investigations are underway into Tuesday’s deadly police chase that ended on Liberty Parkway near Upson Street in Savannah.

During his first news conference since the incident, Savannah Mayor Van Johnson said the Georgia State Patrol is conducting an external investigation while city officials undergo an internal review to see whether the officer involved was in protocol.

“From what we understand at this point, the officer involved in the accident complied with this policy,” said Mayor Johnson. “We don’t have all the details.”

His comments come after the deadly chase put Savannah police’s pursuit policy under the microscope.

The department’s current policy allows officer to initiate a chase “only when an SPD police officer has reasonable grounds to believe the offender has committed or is attempting to commit a forcible felony and when the necessity of immediate apprehension outweighs the level of danger created by the pursuit.”

Mayor Johnson also said that the city’s policy is more stringent that state protocols.

After Tuesday evening’s chase, authorities arrested Kenneth Gordon. A police report from the incident obtained by WTOC says officers pursued the vehicle Gordon was in after they got information that it wass connected to an early, Tuesday morning mass shooting at Westlake Apartments.

“The reality is, if the individual would’ve pulled over, we wouldn’t even be talking about this,” said Mayor Johnson.

Chatham County police chief Jeff Hadley says the Jeep SUV Gordon was in during the chase was connected to the Westlake shooting, but that Gordon himself was not a suspect.

Police report details timeline

WTOC has obtained a copy of the Savannah Police report regarding the chase.

In it, Police say they got information on a vehicle connected to that early morning shooting at Westlake Apartments.

Detectives later located and tracked that SUV around Savannah after the shooting, also noticing a second SUV that appeared to be following the first.

As Aviation units and marked vehicles had begun to approach the SUVs, Police say the driver of the Compass began driving erratically before they could conduct a traffic stop.

The report says officers then began to chase the first SUV down Ogeechee Road.

The officer said he heard a Sergeant on the radio asking the marked Police vehicles to, quote “go”, which the officer heard as authorization to attempt the stop.

The chase led south onto Liberty Parkway, where the driver, later identified as Kenneth Gordon, tried to run away after crashing into and killing another driver, later identified as 60-year-old Darren Lewis.

The officer also said he believed the chase was done according to policy, saying quote, “This pursuit was being conducted in accordance with departmental policy as this silver Compass was involved in a mass shooting leaving five people injured, and it was being driven by an unidentified male likely to have been involved in this shooting.”

Witness speaks out

A Savannah woman who says she witnessed the chase says her car shook when the suspect passed her on Liberty Parkway.

“Everybody was jumping out of cars with guns running behind him,” said the woman, who did not want to be identified.

She told WTOC that after the fleeing vehicle hit another car, Gordon started running.

“He slid on the ground at first, got back up and ran up to whoever’s house it was and tried to open the door.”

She says she then ran over to try and help the driver in the other car, who the coroner identified as Darren Lewis, 60.

The Chatham County Coroner’s office was says Lewis’ car was struck by the other driver at a high rate of speed. Lewis was pronounced dead on the scene.

The police report says Gordon was eventually arrested after officers used a non-lethal pepperball gun.

Mayor Johnson extended his condolences to Lewis’ family during a news conference Thursday.
